General PurposeProvides advice and counsel to management and client organizations regarding workforce utilization and delivery of the capital and OMAG plans. Identify, prioritize, and ensure work for district resources aligns with the budget and supports the overall goals of the region. Manages the workflow, compliance, and reporting of wires conditions corrections from the time they are identified through completion. Conducts special studies and analyses, develops alternatives, presents recommendations to management, and influences management decisions. Researches, analyzes, develops, and implements new strategies, programs, and/or processes in response to changing internal and external conditions.
Responsibilities• Provide support and become a subject matter expert to wires operations employees on key operations systems and processes.
• Assist in developing financial forecasts and resource requirements for wires districts.
• Track the workflow of outstanding wires conditions, creating expense orders, ensuring capital estimates are created, assigning conditions for correction to internal or external resources, and ensuring condition records are closed.
• Work with engineering to ensure transmission conditions are designed and sent to the field for timely correction.
• Collaborate with field management to ensure time compliance of condition corrections.
• Assist in managing O&M wires budgets.
• Report complex financial and operational performance data in simple terms and communicate throughout the organization.
• Audit expense work orders created by field resources.
• Research and analyze relevant data, evaluate complex situations, develop creative alternatives, provide recommendations, and negotiate and influence outcomes.
• Analyze business processes, develop and produce key operations reports, measure performance, and develop recommendations for improvement to management.
• Other operations support activities as assigned.
In addition, the responsibilities of the Planner III position are:
• Develop cost estimates and resource requirements for construction and maintenance projects, involving transmission and distribution facilities.
• Contribute to the development of standardized historical cost databases and application tools to aid future estimates.
• Analyze business processes, conduct special studies, develop alternatives, and present recommendations to management and influence management decisions.
• Identify and recommend long-range asset data management and system improvements to strategically balance risk and reward.
• Develop financial forecasts for districts.
• Implement optimum life cycle and companion cost models for transmission and distribution assets.
Requirements- Bachelor’s degree in engineering, Finance, Accounting or a related field; or the equivalent combination of education and experience.
- A minimum of three years’ experience in an applicable field directly related to position responsibilities. Program design skills including development of interventions, processes, or new or modified programs to meet customer needs.
- Communication and interpersonal skills including the ability to communicate requirements, develop detailed written and visual instructions, and direct crews through operations.
- Knowledge of or ability to quickly acquire required engineering specifications and drawings and the company’s construction and maintenance standards and process, regulations impacting construction, and maintenance (OSHA, ADA, occupancy standards), and Company policies, practices, and procedures.
- Excellent communication and interpersonal skills including the ability to communicate with all levels of the organization.
In addition, the requirements of the Planner III position are:
• A minimum of five years’ experience in an applicable field directly related to position responsibilities. Program design skills including development of interventions, processes, or new or modified programs to meet customer needs.
• Ability to listen and communicate effectively through oral and written means.
• Proficient with the use of personal computers to gather, analyze, and summarize data.
• Project management and leadership skills, including the ability to work as a team member, to maintain project timelines, budgets, and deliver on commitments.
Preferences- Three years of cost estimating experience in the high voltage industry.
- Project Management or Estimating Accreditation.
- Working knowledge of SAP.
- Experience with job cost accounting and variance analysis.
- Understanding of distribution reliability, including the ability to understand how different types of capital and corrective maintenance work affect key reliability performance indicators.
- Knowledge of construction estimating, including the ability to read and interpret construction specifications and drawings.
- Experience in construction, estimating, maintenance planning or costing.
