Summary
You will serve as a Technical Consultant/Project Leader in the Infrastructure Planning Division of the Shipyard Infrastructure Optimization Program (SIOP) Department at one of the Navy's public shipyards. Each shipyard will have an on-site SIOP office whose mission is to plan, program, and resource the infrastructure investments in support of the Navy's future ship and submarine depot maintenance capabilities.
Duties
- You will serve as a technical consultant, project leader and advisor for various SIOP program areas relating to land use planning and urban design of varied land uses, industrial facilities, and infrastructure planning.
- You will be a liaison and primary representative for all local stakeholders such as the Shipyard Commander, including coordinating between major DON commands such as NAVFAC, NAVSEA, CNIC and PEO II.
- You will plan, program and direct various program areas throughout complex planning studies as well as facility project and site planning, programming and design into construction ensuring infrastructure investments meet customer needs.
- You will lead budget and schedule analysis in the areas of master planning and programming for facilities and infrastructure construction projects.
- You will be involved in projects needing to balance complex industrial facility requirements and various utilities, environmental, base support, space utilization, and results of other special studies.
- You will manage and coordinate the update of various program database systems including GIS mapping, project/program management and scheduling, and financial database systems.
- You will require excellent oral and written communications including preparation and presentation of complex development subjects and group facilitation to solve less well-defined planning problems.

Qualifications
Selective Placement Factor (SPF): If applying for the 0801/0808 series, you must have a current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.
In addition to the SPF and Basic Requirements for the series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing planning and design expertise and guidance to stakeholders on facilities programming and development; 2) Leading interdisciplinary teams in the development of infrastructure projects that can improve efficiency and quality; and 3) Evaluating and monitoring facility construction project timelines and milestones, including budget.
